Exercises

Benefit: Exercises are used to validate plans. A good exercise will test existing plans and procedures, while giving insight to necessary updates.  They also identify gaps in planning and preparation providing a mechanism for update and change.

Description: Exercises are an integral part of the phased emergency management methodology.  These phases include:

  1. Assessment
  2. Planning
  3. Validation (Exercises)

Exercises are useful for testing any plan, regardless of purpose or scope.  The Department of Homeland Security established guidelines for exercise execution.  The Homeland Security Exercise and Evaluation Program (HSEEP) is a capabilities and performance-based exercise program that provides a standardized methodology and terminology for exercise design, development, conduct, evaluation, and improvement planning. They come in a variety of sizes and complexity ranging from:
