Superfund Amendments and Reauthorization Act- SARA Title III

Benefit: MTSS has assisted several jurisdictions with the reporting requirements for Sara Title III. MTSS has been trained to collect the required data for input into CAMEO and the tracking of potential hazardous materials within a jurisdiction. The collection of this data is required by law. All of this information assists the jurisdiction in a recovery situation should one occur.

Description: Title III of SARA created a nationwide program known as Emergency Planning and Community Right-to-Know. The law was designed to improve local hazardous materials emergency response capabilities and provide the public with information concerning hazardous and toxic chemicals in their community.  There are four major sections of SARA Title III:

  • Planning Notification (Sections 302-303)
  • Emergency Release Notification (Section 304)
  • Hazardous Materials Storage Inventory (Sections 311-312)
  • Toxic Chemical Release Inventory (Section 313)

Annually there are compliance visits that are made to facilities that fall under these four sections of SARA Title III.  These visits are designed as a check to verify information reported and actual chemical information at the facilities. The information that is gathered is compiled into a database that is made available to first responders, such as fire departments and EMS.  An example of such databases is CAMEO, which has been adopted by some states as the required standard.
