Department of Health Emergency Management Planning Benefit: MTSS emergency management plans for health departments provide a framework for the management of potentially increased public health and medical emergency needs during the events leading up to large scale public venues or major epidemic outbreaks, up to and including pandemics. Description: Health departments are typically organized at the county level, but frequently are state level entities. Some resources, like physical facilities and equipment might belong to the county, while human resources are frequently state level assets. Consequently, the interdependencies and logistics of emergency operations can be quite complicated. Enter MTSS. Plans cover the objectives, assumptions, and operational changes needed to prepare and respond. Our plans also address the potential for a minor to moderate incident’s ability to escalate where the media sheds a negative light on the affected jurisdiction. Additionally, MTSS plans address the possibility, due to the increased population in a confined area, of a Mass Casualty Incident (MCI) and the actions needed to prepare for effectively responding to such an event. In 2009 MTSS developed Radiological, Chemical, and Evacuation toolkit sets for all of the State of Florida Acute Care Hospitals. The toolkits were designed to provide guidance during an emergency with standard operating procedures and Just in Time Training.
