Continuity of Operations Planning
Benefit: MTSS has developed over 200 COOP plans for government departments and jurisdictions. The COOP plan provides direction for government functions to continue after a disaster. The COOP plan is a vital mitigating requirement to maintain continuity of government.
Description: The purpose of a comprehensive COOP plan is to ensure that an organization can respond and recover from an incident regardless of the hazard. A comprehensive COOP plan shall:
- Assure that all participating agencies are prepared to provide critical services in an environment that is threatened, diminished, or incapacitated.
- Provide a means of information coordination to the City / County / State government to ensure uninterrupted communication within the internal organization and externally to all identified critical customers.
- Provide timely direction, control and coordination to leadership and other critical customers before, during, and after an event or upon notification of a credible threat.
- Establish and enact time phased implementation procedures to activate various components of the Plan to provide sufficient operational capabilities relative to the event or threat thereof for the jurisdiction.
- Facilitate the return of agency operations to normal operating conditions as soon as practical, based on circumstances and the threat environment.
- Ensure that the agency COOP Plan is viable and operational, and that it remains compatible with City, County, and State Emergency Response plans.
