MTSS Methodology

MTSS performs all planning and contract support utilizing the following Phased approach. To provide an effective plan, be it an emergency management, continuity of operations, security plan, or unified command structure, MTSS must understand the client’s vulnerabilities, threats, assets and current planning programs.

MTSS Planning Process

MTSS uses nine continuity factors to form a solid operations plan for each planning factor.  This is the model against which we begin to measure the current plans. Finally, the plans are exercised during the validation phase, where the plans are tested and reviewed. Testing and review are important tools to identify planning shortfalls and furthermore, to identify the need for training programs to support the emergency management program.

MTSS is committed to a principle we call OTOBACE for all our projects. “On Time, On Budget, Above Client Expectations” is a hallmark of performance your City will come to appreciate in working with us.  MTSS provides overall project control and authority for the performance of work under all of their contracts.  The management structure and organization ensures that the following functional requirements, at a minimum, are satisfied throughout the life of any contract:

  • A technically proficient and professionally capable team is established and maintained.
  • Personnel turnover is minimized and individuals are motivated to perform at their highest level.
  • When problems cannot be avoided, they are resolved with little or no disruptions to the activities performed under the contract.
  • Continuous feedback on all areas of contract performance is obtained from our client and provided to our personnel.
  • The quality and timeliness of products and services provided under this contract are continually monitored to ensure the highest performance throughout the life of the contract.
  • All resources used for the performance of work under the contract are identified, roles are clearly defined, and relationships to the remainder of the organization are established and identified.
  • A base of resources is identified and maintained that can be called upon to fulfill urgent and unusual requirements of the contract.  This base of resources will need to be available to assume responsibilities, on a temporary basis, within hours of a request.
